TF2 Fps/configuration Configs?

I am planning to play again soon. Since I am on a laptop right now, I was looking for a good fps config. And also needed a good configuration config. Is m0re's config still good or things have changed? Do let me know what should I try.

Do check out the screenshots before you apply them as they will bring down the visual quality.

Also if you think there is too much clutter on the screen then give Oxide's Hud a try.

How is the above config for settings? Anything I need to change? Should I leave fps_max to 0 or change it?

change max_mem_heapsize to 2048 if you have 4 gb ram, 1024 if 2gb.
bind a key to cl_interp 0.1 if you want to play pubs.
mat_bumpmap 1 if not using DX8 mode.
mat_queue_mode 2 for multicore processor.

I have 4GB RAM but on Win 7 32 bit. And I don't see this lines in my config:

mat_bumpmap 1 if not using DX8 mode.
mat_queue_mode 2 for multicore processor

Should I add them???

I use quantum's cfg.
Isn't fps_max 40 too less
