Suggestions: Development machine around 20K

My friend wants to assemble a PC mainly for devlepment, internet surfing etc...no gaming, so please suggest a configuration around 20K. He wants an LCD screen, budget can be expanded a bit if required.

Any good 785 Board -- 3.5k - 5k
2 GB Memory atleast (DDR2/DDR3 depending on the board chosen) -- 2.2 - 2.8k
DVDRW LG/Sony -- 1.1k
500 GB WD -- 2.5k
Gigabyte Superb 460 -- 2.3k
CM elite Series cabby -- 1.5-2.2k
Logitech Combo -- 0.75k
19" Dell -- 7.2k

change the proccy to E7400 or E7500 (whichever is available) and the board to Gigabyte G31M-S2L (if u can live with low graphic power).

but ...honestly ...AMD rig will be more beneficial for Development work than the intel one. I am a developer myself !!!! So i can say that

not really, if u r doing some real coding for system and all: intel machines are best followed by ppc. amds are strictly ok.

Fir his budget he can get :

AMD - Quad core
Intel - Core 2 Duo

Now which one is better ???

his main work is on java so the processor doesn't really matter that much. It's upto him what he wants to buy now.
