there you go:
1. incentivise data center operations just like SEZ etc.allow upto 74% FDI in the same. unless the data comes closer, speeds internationaly provided are not feasible/sustainable.
2. give tax breaks to indian telecom companies who lay cables. small period limited tax breaks, say 1-2 quarters and 25-50% break.
3. define strict QoS parameters.parameter voilation be a premise for prompt licencse suspension/cancellation upon repeated voilations.
4. define price caps on home and office user broadband. cite the tariffs by railtel.
5. braodband be defined as 1 mbps and above. you can cite that educational and informational video streaming can not be smooth as speeds less than that.
6. data limited braodband connections to have minimum speed of 4 mbps.
7. put primary focus on unlimited connections.
8. overhaul government web infrastructure. all government websites be audited by third party for performance and a huge investment be made to improve the same.
