err. i thought it was Airtel who gave its set of recommendations to TRAI.
A RTI on TRAIs response to Airtel's recommendations would help along with the names of the concerned persons involved.

there you go:

1. incentivise data center operations just like SEZ etc.allow upto 74% FDI in the same. unless the data comes closer, speeds internationaly provided are not feasible/sustainable.
2. give tax breaks to indian telecom companies who lay cables. small period limited tax breaks, say 1-2 quarters and 25-50% break.
3. define strict QoS parameters.parameter voilation be a premise for prompt licencse suspension/cancellation upon repeated voilations.
4. define price caps on home and office user broadband. cite the tariffs by railtel.
5. braodband be defined as 1 mbps and above. you can cite that educational and informational video streaming can not be smooth as speeds less than that.
6. data limited braodband connections to have minimum speed of 4 mbps.
7. put primary focus on unlimited connections.
8. overhaul government web infrastructure. all government websites be audited by third party for performance and a huge investment be made to improve the same.

2. in retrospect, perhaps focusing on cranking up the speeds should be secondary to the aim of not limiting them first?

Whatever you do, share the links here with us all so we can all join in, if the PMO receives 5000 emails from us users then it will move the hay so to speak.
at least they will know that these steps taken by the isp's are not going well with the public and also if everything else fails then we write in not so clear terms that we are people who influence the votes of our known people and we resolve not to vote for the GOVT,,,,,
this will work, send a message to Soniaji and Rahul Gandhi too.

and when you do get into duplex communication with the pmo, point out that the plan rentals were increased along with the implementation of the FUP. which clearly signifies how much it was for benefit of general users and how much of it was for boosting saggy profits from business connections that are now registering much lower revenue, thanks to recession.

1. let me correct myself, it is railtel. Railwire - Tariffs & Plans

they are providing connections in a very limited area inside bangalore, but they do have plans ( forever on the board) to be pan-india. they can do it..they have the muscle. so does airtel, bsnl and reliance. compare the tariffs with other isps. and those contention ratios are MUCH LOWER than what they are for these mainstream isps.

2. valid point there. and while hitting on the limiting issue, point out how that acts as a detterent to online education programs. i think they started some video classes over the internet or something.

3. yep. they pay big money on licenses.and then, they cant operate a minute without a license... have to halt services,which results in some hot headed customers sueing for damages. revenue loss and m-cap erosion are implicit...damnit, that can happen with just a rumor of such a big operator losing a license overnight.

I called up customer care(Noida) again today(15 Feb). They have again denied the existence of any such policy. However they have removed the 1 Mbps plan and the same cannot be opted by new customers. Old customers will remain un-affected.

it seems they are out of bandwidth and now resorting to cheap ways to prevent reaching 80% congestion ratios( or maybe they have already crossed).

But it's still operating in a very limited area. Providing such tariffs(with guaranteed performance) is easy when you are limited to a very small area. Sustaining these tariffs and performance will be difficult as they spread(provided they ever do so ).
