Need Cooling Solutions (Bluestar Maybe? :P)

I have a Elite 430 cabinet with a i5 2500k processor and hd6970 gpu, and due to the lack of cable management provisions in my cabinet, the temperatures are a bit on the higher side. I am a total beginner in any aftermarket cooling thingy, so I would like to get suggestions from you guys regarding the CHEAPEST (v.important) and optimal solution that will help keep temperatures stable, both idle and under load. I have no overclocks on both cpu and gpu and dont plan to overclock soon (maybe a few months or a year from now when my processor cant handle everything under the sun). I live in Chennai which is HOT for most part of the year, and the only positive side is my pc is in an airconditioned room, but I cant afford to keep it on 24x7. What should I buy and how much would it set me back by?

CM Hyper 212 EVO - 2.2k Best Bang for Buck Cooler. I am using one and its very good.
