You can get this:

Processor: AMD Athlon II X2 270 Processor - AMD: Flipkart.com - 3270
Motherboard: Gigabyte GA-78LMT-S2 Motherboard - Gigabyte: Flipkart.com - 2727
RAM: Kingston ValueRAM DDR3 4 GB PC RAM (KVR13N9S8/4-SP) - Kingston: Flipkart.com - 2420
PSU: Corsair VS450 450 Watt PSU - Corsair: Flipkart.com - 2400
Hard Disk: WD Caviar Blue 500 GB Desktop Internal Hard Drive (WD5000AAKX) - WD: Flipkart.com - 3501
Case: Any Cheap Case - 1000
Keyboaard/Mouse -600
Total ~ 15,918

It is really difficult to fit in an entire computer within your budget with such low value of Rupee in the market. I couldn't find any hard disk with lower capacities. It would be a better idea to buy locally, you'll save a lot this way.

You asked for an AMD build, thus i suggested you the above. But it would be a better idea to get intel build. If you change your mind regarding this you should just replace the processor and motherboard with this in the above build.

Processor: Intel G2010 Processor - Intel: Flipkart.com - 3498
Miotherboard: Gigabyte GA-H61M-S2P Motherboard - Gigabyte: Flipkart.com - 3294

That intel system consumes less power than the AMD one because it is built on 22nm design and is also future proof if u ever wanted to get a higher processor in that !
I would also suggest going the APU route as it might be a little better . Would get back soon with the apu one.

---------- Post added at 11:57 AM ---------- Previous post was at 11:22 AM ----------

This APU built :

Processor : AMD A4-4000 Processor - AMD: Flipkart.com

Motherboard : MSI FM2-A55M-E33 Motherboard - MSI: Flipkart.com

Ram : ADATA Premier DDR3 4 GB PC RAM (AD3U1333W4G9-S) - ADATA: Flipkart.com (ADATA gives Lifetime warranty and also it is very reliable go with this and save a few bucks)

HDD : WD / Seagate 500GB - 3K Locally.

Cabinet + PSU : Rs.1200-1400 (Intex,Iball,Zebrinics,etc)

Keyboard+mouse combo = Rs.425 ( Intex DUO 309 Keyboard and Mouse Combo - Intex: Flipkart.com )- NOt very reliable.
Rs.600 ( Circle C-40 Combo USB 2.0 Keyboard and Mouse Combo - Circle: Flipkart.com ) - Good 1 can rely on this.

Rs.799 ( iBall Superio USB 2.0 Keyboard and Mouse Combo - iBall: Flipkart.com ) - Very good .

Rs.915 ( Microsoft Wired Desktop 600 USB 2.0 Keyboard and Mouse Combo - Microsoft: Flipkart.com ) - Best combo u can buy. Reliable as well as 3yrs warranty.

Total = Rs.12996 (Considering the keyboard/mouse combo)

Now its up to you.
Hope i helped.
Cheers !
